Federal departments and agencies give interested groups, individuals and all Canadians the chance to review and comment on proposed regulations before they are enacted. Proposed regulations are published in Part I of the Canada Gazette. Once enacted, they are published in Part II.

COMMENT:Regulations Amending the Transportation Safety Board Regulations

The objectives of the proposed amendments to the Regulations are to clarify selected reporting provisions and definitions relating to pipeline occurrences in order to address interpretation ambiguities between industry and the TSB, as well as to address minor discrepancies between the English and French text of the Regulations.

Comment: Regulations Amending the Reduction of Carbon Dioxide Emissions from Coal-fired Generation of Electricity Regulations

The proposed Amendments would require all coal-fired electricity generating units to comply with an emissions performance standard of 420 tonnes of carbon dioxide per gigawatt hour of electricity produced (t of CO2/GWh) by 2030, at the latest. Some units will be required to comply with this performance standard earlier.

Average intakes of sodium, sugars, saturated fats and trans fats remain above recommended levels in the Canadian population. Unhealthy diets with high levels of these nutrients are risk factors for overweight and obesity and chronic non-communicable diseases (NCDs), such as cardiovascular disease (i.e. heart disease and stroke), some cancers and type 2 diabetes.

This regulatory proposal would amend the Food and Drug Regulations (FDR) to address the following issues: 1. Lack of drug identification number requirements for Schedule C drugs, and 2. Discrepancies in the requirements regarding notification of 12 months of no sale for certain DIN products. This consultation was posted online for Pilot 1 of eRegulations.

The proposed Prohibition of Asbestos and Asbestos Products Regulations (proposed Regulations) would prohibit the import and uses of asbestos and products containing asbestos in Canada, with limited exclusions. In addition, the proposed amendments to the Export of Substances on the Export Control List Regulations (proposed ESECLR Amendments) would restrict the export of all forms of asbestos. Since the proposed Regulations are more comprehensive than the existing Asbestos Products Regulations (APR) made under the Canada Consumer Product Safety Act, it is proposed to repeal the APR.

The health risks of asbestos are well established. Breathing in asbestos fibres can cause life-threatening diseases, such as asbestosis, mesothelioma and lung cancer. Currently, the export of crocidolite asbestos is controlled in Canada, but the export of other forms of asbestos are not. Regulations to control exports of all forms of asbestos are needed in order for Canada to implement a comprehensive strategy for asbestos controls and to meet international obligations.
